Make if fun: As much as you can, make it fun. Don't have it be a source of stress for you or your child. Try to find a tooth brush that has a popular character, plays music, etc. Start slow, even for a few seconds and even it it's not really brushing well. Consider a reward afterwards for good behavior. Try to have your child look forward to it. Don't do it at a time when your child is tired and fidgety.
