Yep!: It swells the lens of your eye, changing the prescription temporarily.

Yes it can: Espcially if your high bs has been taking place for a prolonged period of time. The mechanism is due to shift in water from the lenses and the subsequent change in its dimensions. It is however temporary and will not cause permananet damage to the eye lenses.
