No: Head lice are actually more dependent on the shape and nature of the hair shaft, not of the condition of your scalp. They like to attach to fine, thin hairs. You also need to be exposed to get head lice - they don't just happen because of any skin conditions. However, once your scalp is infested, irritation from them biting the scalp can certainly lead to intense itching and scalp irritation.
