No: The tongue is made up of multiple sensory areas. Different areas of the tongue produce different tastes. The overall combination produces what we call "taste".

Not particularly: Slight variations to sensory perception can exist, not related to anything of concern. You may have less taste buds in that particular area... Or you may be mistaken that that part is less sensitive.
