Usually surgery: You are probably referring to gynecomastia. If it is a fat problem then diet and exercise may help. If it is a skin problem then surgery would correct it. If it is a combination of skin/fat/excess breast tissue then surgery will take care of it. Liposuction+/-conventional surgical reduction may be necessary. It depends on the degree of excess.
