Please tell me if it is normal for anesthesia to burn when given to a person through an iv?

Yes: Multiple medications given IV can hurt if given very fast as is the case when general anesthesia is induced. There is a long list and some patients are more sensitive to medications given IV than others. The most likely drug that hurts is propofol, but that's no the only one, there are many others.
