Yes, but not likely.: Breast tumors can often present exactly that way, especially in young women who do not get routine mammograms. On the other hand, women who are menstruating often have tender lumps that come and go with the menstrual cycle. If your lump has persisted more than a month, i would definitely show it to an expert.
