Yes or to a surgeon : If it is truly a second degree burn. If the skin blistered it is a second degree burn. This is treated usually with antibiotic dressing changes. (silvadene (silver sulfadiazine) or triple antibiotic)there will be some loss of skin elements. If it is superficial then the skin may reform. If it is deep you may need wound care and/or a skin graft. Either way it should be seen by a wound care specialist.

Yes.: Hard to comment in this without seeing the burn. Unless you have experience with burns it is best to go the the er, especially if the burn is bigger than a quarter, most of the way around a finger/hand/arm, or if it doesn't hurt. If the burn is small and has none of the aforementioned features, and there is just scant blistering, wash it with soap daily + cover with antibiotic oint until healed.
