A member asked:

Does handwashing help spread bacteria if you don't dry your hands thoroughly?

A doctor has provided 1 answer

Does not.: Proper handwashing includes drying of hands. Having wet hands after handwashing may increase the risk of transmission or even of picking up bacteria from another surface, but does not mitigate the all the good done by the act of washing.
