No-but controversial: Large randomized clinical trials in the US and published by respected medical journal suggested that "ginkgo provides no measurable benefit in memory or related cognitive function to adults with healthy cognitive function". However, large doses of gingko have been reported by some studies to improve moderate to severe dementia. I would suggest assume no until more infor becomes available.
