My mother has a bimalleolar ankle fracture, doctors are not doing an open reduction since she is daibetic, has urinary track infection and bp.

Reason you already : Explained , open reduction may not be right treatment for your mother , speak to her doctors will explain you the reason. You do not want to expose your mother to need less procedure if close reduction will help. , its complications like infection of hard ware , anesthetic risks etc .Communicate with her doctors.
