Sort of: Pcos is a syndrome where you have an ovulation problem and an excess of male hormone. What you are describing is polycystic ovaries which are a finding on ultrasound that is usually seen in women with pcos. Bilateral just means they see a large number of follicles on both sides. Usually polycystic ovaries are bilateral.

Yes: Pcos would refer to both ovaries. Bilateral also refers to both ovaries.
