Possible pregnancy?: When a woman has a period that is 9 days late and then keeps starting and stopping, the cause can be possible pregnancy - so check a pregnancy test - or the hormones off for that cycle. If she is not pregnant there is a good chance the cycles will get regular by themselves. If they don't get regular it is time to get checked.
