I would recommend : You see a foot doc or dermatologist. Without seeing difficult to comment. There is a difference between bumps and blisters. Bumps can be subcutaneous or papules. Blisters are fluid filled. There is a form of athletes foot called bullous tinea pedis, this can be itchy but the fluid is normally clear. For this reason, an in person consult is recommended.
