What should i do if i have a rash all up both arms and i don't know why. did i get bit or did i just put something on them?

We don't have a way: to know if you have contact dermatitis from a substance coming in contact with your skin or if you have bites on your skin. At minimum - a history and physical examination would be needed to give you more info.
