Depends on variables: If you are never exposed, no problem. If your work or lifestyle provides you with an exposure at some point, an incomplete series means incomplete protection.You don't have to start over, but i'd complete the series.

YOU NEED TO FINISH: If you want to be immune to the HepB virus for your protection you should complete the 3 shot series.Otherwise you are still susceptible to get infected to HepB if exposed
