Wait: Wait about 6 months. The enamel immediately under the braces is now has slightly different porosity than the enamel next to the braces. A 6 month wait for remineralization is preferable. An orthodontic specialist will not do tooth whitening. You'll be referred back to your family dentist for that service.

It's possible: Yes, it's possible to whiten you teeth aft the braces come off. If fact it is a good time to do it especially if the dentist makes removable tray retainers as they can be used to hold the whitening gel.

That depends: Professional whitening should not be done for patients under the age of 16 as young teeth are more prone to developing sensitivity. Also gum tissue is often sore after braces are removed and should be given time to heal before any bleaching. Any cavities that developed during orthodontic treatment also needs to be addressed prior to whitening. I would wait at least 6 months.
