Depends: What is important is what is called the cardiac output, which is your heart rate x your stroke volume or the amount of blood the heart ejects with each beat. If your heart is efficient, like an athlete's it can eject more with each beat thus requiring a lower heart rate to meet cardiac output. Your cardiac output also depends on your needs, so while sleeping the heart rate maybe in the 40s.
