Venous insuffiency: Consider a consultation with a vascular clinic for a non invasive vascular exam for definitive diagnosis, in the meantime buy some compression hose 15-20mmhg knee high, this will limit the end of day swelling.

Fluid retention: It sound more like fluid retention than arthritis especially if there is no pain involved.. Get another opinion.
