Hemorrhage: Almost certainly this is a subconjunctival hemorrhage - a leakage of a very small amount of blood under the transparent conjunctival lining of the eye and over top the white sclera. If your vision is normal, and there is no pain or discharge, then this is the diagnosis. If you have other symptoms then see an ophthalmologist. The hemorrhage will clear in 5-10 days by itself.
