You see a doctor: Who can take a biopsy. Doctors can also use dermoscopy to get a better look than a naked eye.

Get a medical opinio: While melanoma is a serious cancer the chances are great that it is a blood blister, especially if it appeared suddenly, and it should fade in a few days. If it has been around for months or even years then the risk of melanoma is greater. Have it checked out if it doesn't fade quickly but don't lose sleep over it.

See your doctor: With the history provided, especially if you remember any recent trauma to the site then you may have a blood blister. Your pcp/dermatologist can tell easily as the appearance of a blood blister is quite different from a dysplastic nevus. See your doctor.
