Hard to say: Some use the congenital label to imply it as present near birth, while others do for those with anomalies of the spine that will always be present. The majority of 1-3 mo babies that have it had one neck muscle stretched during delivery and that muscle spasms down and shortens. That form can gradually improve with therapy.Please clarify the issue with your doc. Outcome will differ with cause.
