No: The body produces and distributes white cells as needed. The white blood cells most often found in the vaginal discharge are neutrophilic polymorphonuclear leukocytes, and these are called 'blood cells' simply because they're easily obtained from blood (where they travel) but visit many sites while on their tours of duty.
