Doubt it is tetanus : You will need an evaluation. This may be something as simple as paresthesias, but a thorough evaluation will help clarify it's etiology.

Tingling: Sounds more like bells palsy. Usually in the face. Could be shingles? - you are young less likely. Have you had chicken pox? Is the pain constant, continuous, or intermittent?
