See a podiatrist...: If it truly is scar tissue, you may be given a prescription for topical verapamil cream to reduce the fibrosis. If it is something else, the doctor will be able to determine that as well.

Couple of things: A cortisone injection into the scar may help, or possible topical verapamil.
