Depends: Any teen not responsible enough to be taking birth control pills is not responsible enough to be having sex. Some 14 year olds are more responsible than others.

Difficult issue: A 14 yo can be caught up in peer related activities and more likely to be sexually active if it is the "in thing" for the group.Some become involved to "belong" or "become worthy" as evidence of poor self confidence.The pill may be just a necessary way to avoid pregnancy in someone who is unlikely to use other protection. Is is smart, maybe;fallible, certainly but you work with what you have.
