Kills most things: Hand sanitizers will kill most common germs. However it does not kill all things. If you have been in a hospital setting or have been around very sick people, i would advise warm soap and water, washing for 30 seconds before rinsing.

Yes: But hand washing with soap for at least 20 seconds is considered a better option.
