Chapped lips : Use an over the counter ointment on them. You can even use Bacitracin but it does not taste that good. Blistex has a cream and an ointment as well. You have to use this around the clock to get the dryness out of the lip. Also protect the face from the drying wind when you are outside. Good luck and feel better.
