It is a steroid: this topical steroid also contains an antibiotic ointment neomycin. It should be used sparingly for no more than 2 weeks on a rash as prescribed. If it is causing you to break out or you are allergic to the neomycin (which is not uncommon), then stop it and see your dermatologist
