County: Google search oral surgeons in your area. Call each one and see who will work with you on price/payments . You should find somebody who will charge less and give option of payments you can afford (or will write off as charity).

Second opinion: Most dental procedures are aimed at saving your teeth. If that means you need extensive work and if it is not an emergency start saving your money, get a second job and get a second opinion. You seem young so getting a job with benefits may be what you need to do before removing your teeth. Problem solving is a very important skill needed when feeling overwhelmed. Do not rush into this.

Go to dental school: If you are unable to afford it, you may want to check out a local dental school in your area. Dental schools work usually on a sliding scale. They have oral surgeons on staff who will supervise either a dental student who is studying to become a general dentist or a licensed general dentist who is studying to be an oral surgeon. The care is excellent.
