Yes: It's possible to get an allergic reaction or irritation or hypersensitivity reaction resulting in a rash to almost anything. A seaweed wrap could cause a reaction. If your skin is sensitive to something then the only solution is to avoid contact to the offending item. The rash can be treated with topical steroids and taking oral antihistamines.
