Maybe: Wrapping a rash could help or make it worse. If you are putting a cream on a rash, then wrapping it in plastic wrap can help drive the cream into the skin. Other rashes can become worse with increase of moisture and heat from the wrapping.

Rash: Just placing saran wrap around a rash wouldn't be likely to heal it. As previously stated if may help penetrate moisturizing creams and it may cause harm in some cases.
