Should be evaluated: Depending on your age and condition this may or may not be normal for you. You may need to be checked for lung and heart disease among other things. See your doctor for a risk evaluation and if indicated consider a stress test. Not all cardiac disease causes typical chest pain.

Need to build up: Barring any underlying respiratory problems, it sounds like you need to work on your conditioning. If you are out of breath, you need to exercise at a more comfortable pace to build up your endurance.
