Indirectly yes: Claritin (loratadine) helps drying up secretions, by doing so less fluid will accumulate in the middle ear and the middle ear canal, hence ears would easily drain built up fluid.

Unlikely: Frequently the eustachean tubes ventilating the ears are blocked by congestion in the nasal cavity. For that you need something to decongest the nose. Thus taking a decongestant, nasal antihistamine, or nasal steroid may help. Oral antihistamine would do little if anything to open up your ears.
