More information: How long have you had it? Does it itch or hurt? A variety of skin conditions can cause such a condition. Your best bet is to see a dermatologist and get a precise diagnosis.

Rash: This can't be diagnosed with the information that is available. A history, physical examination & other studies may be needed to determine cause/causes. Once accurately assessed a treatment plan can be developed.
