Probably not ok: At 28, he is a grown man. So, if there is a problem with the adult locker room, he should be able to convince the ymca management to fix it (because the management wouldn't want problems). Otherwise, anatomical adult males should change in the men's locker room, and anatomical adult females should go to the women's locker room. Young kids needing supervision can go with the adult supervising them.
