No effects on fetus: For absolute sure. Mood swings? No clear association, but many reported. Likely an individual thing. Nothing harmful though.

Not really: Pcos is a medical condition that is often associated with mood swings, depression or anxiety. Often mood symptoms improve after treatment. Risk of diabetes are many, and it should be treated to prevent neuropathy, retinopathy and nephropathy. Some mood stabilizers (like second generation antipsychotics) can cause metaboliic syndrome then potentially diabetes- you should see a specialist.
