Panic versus seizure: First of all, in a partial complex seizure there may be repetitive body movements that give it away. Otherwise, differentiating factors can be amnesia, hallucinations, interest in esoteric things, being clingy to other people, having low sex drive, change in sexual orientation, writing or reading excessively, being overly religious or changing religions suddenly, and of course a positive eeg in pc.

Seizures: Complex partial seizures are not related to a panic attack. If you have a seizure you do not remember the event. If you have a panic attack you do remember the events leading up to it.
