Epilepsy: A panic attack might precipitate a seizure in a person with pre-existing epilepsy, but shouldn't in a non-epileptic person.

Never seen it happen: I've seen many panic attacks, and treated hundreds of people who have them -- yet have never seen or heard of anyone having a seizure during a panic attack. However it's possible for what appears to be a "panic attack" to actually be withdrawal symptoms from xanax (alprazolam) or alcohol, etc. In that case, a seizure would be possible.
