Depends : There are blue sutures that are dissolvable and others that are not. We use them for different reasons. If the surgery was more than, say two months ago, and it is still blue then it is likely permanent.

Absorbable sutures: If the sutures are on the outside of the skin then it is very possible that they are not absorbable. See you doctor who put them in or you might end up with suture tracks.
