Yes: Occasionally wisdom teeth can lock the 2nd molars (12 year molars) from erupting properly... Especially in smaller jaws when they are sideways impacted...

Rare...: ...But possible. A radiograph of the teeth in question will allow visualization of the conditions existing under the gingival tissue.

Yes: Orthodontists see this frequently, especially in children with insufficient posterior arch length. 3rd molars can palisade over the 2nd molars creating eruption anomalies. Please have your child checked by an orthodontist. The services of an oral surgeon may be in order.
