Yes: Allergy often but not always lead to asthma and not all cases of asthma are from allergy. The classical path is called the atopic march in which the first first develops atopic dermatitis, followed by hay fever (allergic rhinitis), then asthma- but not everybody marches to asthma. There is no one great drug for all cases of asthma although the most commonly used one is inhaled steroid.
