I fractured my foot on the job but 1 month after xray of fracture, xrays & mri showed no fracture. 9 months later, severe pain still exists. why?

Start over: An MRI shows evidence of a fracture even up to about 6 months after it occurs and is very sensitive, so that suggests your original injury read on x-ray as a fracture was not a fracture at all. There must be some cause if the severe pain persists, but you may have to start over with a complete exam and studies. Rsd is one possible cause to what you are describing. Thanks.
