Depends: It is normal if u are in early labor, once you are in active labor it may mean the baby is too large for you and it is not putting pressure on the cervix to help dilate it, nature does not always work right but u should be discussing this with your OB u may need a -c-section which is better than forcing something that is not going to happen.
