Anal skin tags: Skin tags happen because of chronic irritation in an area. Anal ones usually happen form chronic constipation or from recurrent trauma to the perianal region. You don't outgrow them - you get rid of the offending irritants and they eventually heal. So if you haven't found out why they are there yet, that is step one, then remove or medicate the situation so that the irritation stops.

Depends on the cause: There are perineal skin tags, meaning arising from the space between the rectum and the vagina, that occur at birth that look like vaginal or rectal skin tags. Those will eventually go away. Rectal skin tags caused by repetitive trauma, like chronic constipation, require resolution of the issue, in this case treating the constipation.
