Most likely.: The area under the toenail (the toenail bed) has a very rich blood supply and therefore it is very common for bleeding to persist after toenail removal surgery. I tell my patients to wrap the toe with gauze and a compressive bandage (coban) and then elevate the foot above the level of the heart for about an hour. You may need to apply additional gauze, but the bleeding should stop.

No it is not normal: No it is not normal and if it is active bleeding you should go to er or call your doctor.You can put pressure on it and see if the bleeding stops.Have you had increased bleeding due to cuts etc in past.You may need to be checked for bleeding disorder.

Well....: Toenails bleed a lot when removed, especially if it was the entire nail plate. Do you have a dressing on it? I don't think there is anything overtly wrong with still having seepage. Unless you are on some sort of anticoagulant therapy you should be fine by using home care. Call your doctor for more advice, but don't worry too much unless the bleeding is uncontrolled.
