Can tretinoin cream be used around eyes?

yes: This cream causes an acceleration of skin maturation with the result that there is some reddening and edema and minimizing of wrinkles. It should not be placed inside the lids on the eyes, but can be used with care on the skin close to the lid edge. Use sparingly.
