Circumcision: If the infection continues to come back, then eventually there will be scarring and phimosis, and will require circumcision. Also, the recurrent infections/scarring may potentially increase the risk of penile cancer.

Try streoid cream: Prescription stregth steroid cream such as 0.1% Betamethasone valerate or triamcinolone applied twice daily to tight are of foreskin whilst retracting, twice a day for 4 - 10 weeks might take care of the problem. Remember always to pull skin back 0over glans to avoid paraphimosis. Minor prepucioplasty or dorsal slit sutured sideways would certainly correct the problem whilst preserving foreskin.
