Yes and yes: Having a uterine didelphys, to my knowledge, doesn't increase your chance of having twins. In order to have the most common type of twins, fraternal, your ovary has to release 2 eggs, so twins more dependent on ovary than on uterus. But yes, it's possible to have twins with this malformation of the uterus.
