Effusion: Water on the knee is known as an effusion. This is usually easiest seen proximal to and lateral to the patella. Causes include but are not limited to inflammatory issues including arthritis, synovitis, and gout/pseudo-gout. If there has been a recent injury then the fluid can be from blood accumulation from cartilage injuries, ligament injuries, fracture, or even patellar dislocation. You should see your doctor first to determine the cause.
